Horizon Europe

is the European Unions key funding programme for research and innovation under a 2021-2027 Financial Framework, with a budget of 95.5 billion.

Horizon Europe is divided into ; Pillars Is Excellent Science includes the , grants and collaborations, and Pillar III, Innovative Europe includes the (EIC) Pathfinder inter-disciplinary innovative research and collaborative grants, which are restricted to the EU. Canadians can participate by invitation only.

, Global Challenges and European Industrial Competitiveness, is a new pillar under the Horizon Europe 2021-2027 Programme. Canada became an Associated Country under Pillar II in July 2024, so 911勛圖 researchers can now join a consortium and receive funding directly from Horizon Europe. More than 53 billion (CDN $77 billion)疲as been allocated to Pillar II.

911勛圖 HORIZON EUROPE ENGAGEMENT FUND GRANT (HEEF)

The purpose of the HEEF grant is to facilitate 911勛圖 researchers in initiating and/or consolidating international networking activities, with the goal of forming a consortium under theEUs Horizon Europe Programme.狼his seed funding competition is intended to pave the way for future applications under烈illar II皋f the Horizon Europe 2026-2027 Work Programme.

Four awards each were funded in Spring 2025, Fall 2025 and Spring 2026. 

The last HEEF call closed on February 17, 2026. New HEEF funding will be announced this fall or next spring, based on available funding. 

Researchers who are awarded a * grant in spring 2026 will be eligible for an 911勛圖 $2,500 top-up grant (no separate 911勛圖 application required) if they have not already received a HEEF grant. Funding is available for up to 4 top up grants of $2,500 each. If greater than 4 are awarded from MITACS, 911勛圖 top up funds will be awarded by lottery. *Researchers should apply directly to MITACS for the IMA award. 

Social Scientists may also be interested in applying for the. SSHA researchers may use a previous HEEF award (up to $7,500) for matching purposes. For more information about this opportunity, contact ors@sfu.ca.

Identifying a Call

  • Review current 2026-2027 draft calls under Pillar II (see links on right side of this page)
  • Review calls on (use key words or topic codes from past calls)
  • Review the Horizon Europe Work Programme document pertaining to the call and any Annexes or additional links in the call
  • Search 病or previously funded EU framework projects, results, deliverables, reports and links to open-access publications database for past research projects
  • Review published 2026 and 2027 Horizon Europe calls (coming December 2025) 

Building Your Consortium

A consortium team must include at least 3 partner organizations from 3 different EU or associated countries. At least one of the3 partners must be from an EU country.狼ypically, HE projects include 8-12 partners, or more, depending on the topic.

Due to the complexity of the Horizon Europe Programme, and as 911勛圖 is building capacity to lead Horizon Europe projects, we recommend that 911勛圖 researchers join an existing consortium led by a Coordinator with previous successful HE project experience.

Consortium-building resources

The best way to start building your consortium is to connect with your existing international network and discuss their experience with Horizon Europe and any new mutually advantageous partnerships. It is critical for researchers to align themselves with EU partners who have previous experience leading a consortium in Horizon Europe.

We recommend contacting 911勛圖i research_mobility@sfu.ca to discover and discuss possible collaborations inside 911勛圖 and other international funding opportunities and networks. You can also search the 911勛圖 Research Expertise Engine to find research expertise and interests for 911勛圖 researchers whose research is relevant to the Horizon Europe call.

The following list contains tips on how to build your consortium:

  1. Search - database of previously funded projects and partners.
  2. Contact and International NCP network .
  3. Contact the Scientific Advisor for the country you are interested in partnering with.
  4. Attend for each thematic area.
  5. Attend .
  6. Network through groups (through ERA Learn). The EU works very closely with these groups in designing the HE programme and is at the epicentre of information about changes in the programme.
  7. Reach out to Canadas who can facilitate qualified connections in priority sectors.
  8. Search the - worlds largest network for SMEs and innovation stakeholders.
  9. Search published research papers for experts.
  10. Register to to learn about the evaluation process and how to submit a successful Horizon Europe application.
