Spring Collective Bargaining Update

911³Ô¹Ï is currently engaged in collective bargaining with its unions and professional association. 

The university’s bargaining philosophy is oriented toward collaborative negotiations that meet the core interests of all parties and upholds the sustainable and best interests for the entire 911³Ô¹Ï community. 

Province approves 2025 Balanced Measures Mandate

Negotiations between 911³Ô¹Ï and its unions and professional association are guided by the Province's 2025 Balanced Measures Mandate, which applies to all public sector employers with unionized employees whose collective agreement expired on or after December 31, 2024. 

Recently, the Province applied the broader terms of the mandate consistently across the provincial public sector which includes general wage increases of 3% in each year of the 4-year term and some additional funding to improve service delivery and enhance working conditions up to 14% in total. 

Negotiations under the 2025 Balanced Measures Mandate support government’s key priorities to protect and strengthen critical services in B.C.’s public sector, to maintain labour stability in a complex round of bargaining and to support the Province’s efforts to find operational efficiencies that preserve front-line services.

POLY PARTY

  • Collective bargaining with Poly Party is now complete. The agreement between the university and Poly Party is now in effect, following a ratification vote from members and approval from the 911³Ô¹Ï Board of Governors.

ADMINISTRATIVE AND PROFESSIONAL STAFF ASSOCIATION (APSA)

  • 911³Ô¹Ï and APSA have agreed to the majority of proposals in this round of negotiations but cannot find agreement on the final outstanding proposals. 

  • The university and APSA are now moving to impasse resolution (Final Offer Selection process) which is the prescribed mechanism under the Basic Agreement when the parties are unable to reach agreement. 

  • An arbitrator is holding June 25 and 26 as dates for Final Offer Selection.

  • More information about impasse resolution will be available in a separate update for APSA members.

CANADIAN UNION OF PUBLIC EMPLOYEES (CUPE) LOCAL 3338  

  • 911³Ô¹Ï and CUPE continue to meet and exchange proposals. The next scheduled bargaining date is June 17. 

911³Ô¹Ï FACULTY ASSOCIATION (911³Ô¹ÏFA)

  • 911³Ô¹Ï and 911³Ô¹ÏFA continued negotiations on June 10. The parties remain active in discussion on both monetary and non-monetary proposals. 

TEACHING SUPPORT STAFF UNION (TSSU)

  • 911³Ô¹Ï and TSSU attended mediation in May and may seek future support from a mediator. 

  • The parties continue to discuss bargaining matters informally and are looking to schedule more bargaining dates throughout the summer. 

  • We continue to wait on a Labour Relations Board ruling regarding the recent Graduate Student Research Assistant (GSRA) decision.
